Annual Review Policy for Chinese Government Scholarship (Trial)


This policy has been designed to further strengthen the management of Chinese government scholarship recipients, give full play to the benefits and functions of the scholarship, and improve the training quality of recipients. We have referred to the Annual Review Policy of Chinese Government Scholarships issued by the Ministry of Education, and considered NMU's actual situation in this initiative.


1. Eligibility

(1) Students who have attended NMU for more than one academic year, and will continue to receive the Chinese Government Scholarship in the following academic year.

(2) Scholarship recipients who apply for a scholarship extension after the original study period has ended.

(3) Students who failed the previous academic year's annual review and were suspended or had their scholarship partially reduced.

(4) Scholarship recipients who are permitted to resume their studies after they have been suspended.


2. Review Period

April to May each year.


3. Review Content and Quantitative Points

(1) Moral behavior (30 points):

This includes ideological conduct, daily behavior, compliance with the laws/regulations, etc. The points will be given by the counselor.

(2) Academic results (30 points):

This includes the examination and check results of each subject in the first semester of the academic year, and the basic situation of study in the second semester, etc. The points will be given by relevant persons in charge of the School of International Education and the Graduate School.

(3) Attitude towards study/research (20 points):

This includes attendance, attitude towards study, enthusiasm for scientific research, etc. The points will be given by the counselor and the supervisor.

(4) Activity performance (20 points):

This includes participation in activities, academic conferences, honors/awards, etc. The points will be given by the counselor and the supervisor.


4. Review Rules

(1) Students who meet all the following conditions will be rated as “qualified,” and can continue to enjoy the Chinese government scholarship for one year.

(a) Meet the training standards for the current stage of their Schools and training authorities.

(b) Meet the attendance rate set by their Schools and training authorities.

(c) Have a positive academic attitude, a strong moral character, and no bad performance.

(d) Be friendly to China, and have no violations of laws, disciplines, NMU rules, or accommodation regulations.

(e) Participate in various University/School-organized activities, cultural events, sport competitions, volunteer services, academic exchanges, etc.


(2) Students who have any of the following conditions will be rated as “unqualified,” and the scholarship will be suspended for one year.

(a) Received a warning or a more serious punishment for violating the University's disciplines or rules.

(b) Caused negative effects due to improper words or behaviors, violating Chinese laws and regulations, endangering China's national security and interests, harming public interests, or disrupting public order.

(c) Repeated or demoted a grade due to unqualified examination results.

(d) Failed to get the required credits for courses in two consecutive years.

(e) Failed to meet the training standards of their Schools or training authorities.

(f) Failed to meet the attendance rate set by their Schools or training authorities.


Those whose scholarships are suspended may apply for self-financed study in accordance with NMU’s regulations, and may continue to study for one year after approval. Before the expiration of the scholarship suspension period, the scholarship may be reinstated in the next academic year upon the written application of the student. Those who do not apply for self-financed study after the suspension of scholarship will be treated as an automatic withdrawal.


(3) Students who have any of the following conditions will be rated as “unqualified,” and the scholarship will be cancelled:

(a) Received an administrative penalty or a more serious punishment for violating the Chinese laws or regulations.

(b) Received an academic probation or status revocation for violating the University's disciplines or rules.

(c) Caused horrible effects due to improper words or behaviors, violating Chinese laws and regulations, endangering China's national security and interests, harming public interests, or disrupting public order.

(d) Failed two annual reviews in total while studying in NMU.

(e) Failed to attend the annual review without a valid reason.


Those who fail the annual review and are disqualified from receiving the Chinese Government Scholarship will be disqualified from the date of announcement, and their eligibility for the Chinese Government Scholarship will not be restored.


(4) For students with good academic attitude and daily performance, but with poor academic ability and unqualified academic performance, they will be reviewed as “unqualified” to suspend the scholarship. However, if they have financial difficulties continuing their studies at their own expense, NMU may assist them in applying for partial scholarship for one year.


(5) For students who have failed in their studies and whose scholarships should be suspended according to the preceding paragraph, but who have good overall performance and have one of the following conditions, NMU may give special consideration and assist them in applying for a one-year continuation of the Chinese government scholarship.

(a) Have a good moral character, perform well in public welfare activities, voluntary services, social contributions, etc., and receive special awards and recognition by the university and relevant stakeholders at higher levels.

(b) Participate in relevant state activities, cultural events, sport competitions, volunteer services, academic exchanges, and other high-level activities to win honor for NMU, and receive awards and recognition at the provincial level or above.

(c) Make other significant contributions to NMU.


(6) PhD students seeking scholarship extensions must meet the requirements of the scholarship’s annual review for the current academic year, the mid-term examination of the research topic, the thesis proposal, and so on.


(7) The final review of the scholarship is subject to approval by the China Scholarship Council. Based on NMU’s review opinions and recommendations, the Council will decide whether to continue to offer the Chinese government scholarship to the recipient, or to suspend or cancel his/her eligibility for the Chinese government scholarship.


5. Review Procedures

(1) The School of International Education will announce the annual review of the Chinese Government Scholarship as required by the China Scholarship Council.

(2) In accordance with the announcement, scholarship recipients must complete and submit the Chinese Government Scholarship Annual Review Form and relevant materials on time.

(3) The schools and training authorities will collect the Chinese Government Scholarship Annual Review Form and relevant materials from scholarship recipients on time, conduct a thorough review of each student in accordance with their own international student training standards and requirements, render a clear review opinion (including whether to approve the application for an extension of the scholarship period), and submit the annual review report to the School of International Education.

(4) The School of International Education collects, summarizes and checks the annual review report and related materials submitted by Schools and training authorities, and on this basis, submits the annual review comments for each student to NMU.

(5) NMU will hold an annual review meeting for the Chinese Government Scholarship, listen to the annual review report of each stakeholder, consider and determine the final review of each student.

(6) The School of International Education will submit the results of NMU’s annual review to the China Scholarship Council in writing for approval.

(7) After the official approval from the China Scholarship Council, the School of International Education will inform the students of the results, and follow up with the unqualified students.


6. Organizational Structure

NMU establishes the NMU International Student Scholarship Review Committee, guides/supervises all the Schools and training authorities to carry out the annual review, considers and determines the final review of each student.

The School of International Education is responsible for drafting the annual review policy, announcing the annual review, organizing the annual review meeting, and writing and submitting the annual review report for Chinese Government Scholarship.


7. These measures shall be interpreted by the School of International Education of NMU.
